Karima Holmes is a highly accomplished Senior Leader and Advisor with an impressive career spanning over two decades in emergency communications center (ECC) management across the United States. Her leadership has been pivotal, particularly as the director of Washington, DC’s sole ECC, where she navigated critical events such as the COVID-19 pandemic and the Capitol insurrection with exceptional skill.

In 2019, Karima Holmes was appointed to the FirstNet Authority Board, where she played a key role in shaping and implementing the nation’s inaugural public safety broadband network. Her dedication to public safety further manifested in 2021 when she chaired the FCC’s 911 Fee Diversion Strikeforce, contributing significantly to the comprehensive report submitted to Congress.
As the Senior Director at ShotSpotter Inc., Karima led a dynamic team utilizing patented technology to detect gunshots in real time. Her visionary leadership also extended to implementing the company’s first training program, ensuring proficiency and excellence within the organization.

Karima Holmes is a Registered Public Safety Leader, showcasing her commitment to the highest standards in her field. She serves as the treasurer for 911der Women Inc., demonstrating her active involvement in advancing opportunities for women in emergency services. Holding degrees in Criminal Justice and Public Administration, she further solidified her knowledge and expertise in her domain. A distinguished alumna of the Naval Postgraduate School’s Executive Leaders Program, Karima graduated in 2021, adding a prestigious accomplishment to her extensive list. Now in the private sector, she serves as the VP, Head of Public Safety at Carbyne, where her experience and leadership continue to drive innovation and excellence in the realm of public safety. Over the course of my 20-plus years in the dynamic realm of 911 emergency communications, my professional journey has been defined by an unwavering commitment to excellence, leadership, and advocacy. I am excited to present myself as a candidate for the National Emergency Number Association’s Board as Private Sector Director.

Drawing upon my extensive experience to contribute meaningfully to the future of emergency communications. My career has been marked by a diverse range of experiences, from the grassroots level of small emergency communication centers to the strategic leadership of medium and large-scale operations. This hands-on experience has provided me with a nuanced understanding of the intricate challenges faced at every tier of emergency communication, making me adept at crafting effective solutions that address the unique needs of each setting.

Beyond the operational realm, my engagement at the national level extends into board roles within the federal government, non-profit organizations, and the private sector. These experiences have deepened my understanding of governance, strategic planning, and collaboration, vital skills that I am eager to leverage in contributing to the broader discourse surrounding emergency communications.

One of the hallmarks of my professional journey has been the opportunity to advocate for our field on a national stage. My years of leadership in 911 centers have been complemented by a proactive engagement with elected officials, including impactful interactions with members of Congress.
